Been mulling this over for a while and figured this was the right place to get real opinions. Latin and Hispanic dating sites have a strong user base in major US cities with large communities.

Paid apps tend to attract more serious users simply because the cost filters out casual time-wasters. Traditional dating websites with long-form profiles attract a more serious and committed user base.
